How to change location on the Windows 11 taskbar

Why Microsoft removed the ability to move with the mouse
The company chose not to allow dragging of the taskbar to protect users from accidental moves that occurred while using the computer. According to Diego Baca, Microsoft's vice president of design, adding a setting to "lock" the bar to avoid these mistakes was considered unnecessary complexity.
Microsoft clarifies that this particular design decision is not final and may change in the future.
Third-party programs
Users who wish to restore the ability to move the bar with the mouse can use external tools, such as Taskbar Location Options or add-ons from the Windhawk platform. However, using such utilities comes with risks, as they may stop working properly after future Windows updates.
