Fail your GitHub Actions deploy if Pathly Ping or Chain is red

Unit tests pass. Prod still breaks on the path users actually hit.

Pathly: Ping if HTTP is up, Flow if a user can walk the journey, Chain if the API hops behind it hold.

Wire a CI gate so the job fails when that path is red:

Use run-scenario for a fresh check. Use assert-scenario for the last known status (faster).
